Property owners fret as technology glitches hold up registries at tehsil offices in Gurugram

GURUGRAM: Thousands of property owners and buyers are in a fix over technical glitches,
delays in verification of payments and the absence of a token rescheduling mechanism at tehsil
and sub-tehsil offices in the city.
There are six tehsils – Gurugram, Manesar, Pataudi, Farukhnagar, Sohna and Wazirabad – and
three sub-tehsils – Harsaru, Kadipur and Badshapur – in the city. Registration of properties is
often disrupted due to multiple reasons but no serious efforts have been made to resolve them,
property owners have alleged.
Since 2020, when the state government banned manual registry to check irregularities and
launched a foolproof online mechanism, these tehsil offices have been facing server glitches
and upgrade issues, causing inconvenience to property buyers and owners. Apart from technical
issues such as the server not functioning properly and internet connectivity problems, there is
no mechanism for rescheduling of the appointment token which is issued in advance to property
owners applying for registry.

“In case the registry doesn’t happen due to any reason on the date mentioned on the token or if
the applicant wants to change the date, there is no mechanism for rescheduling. When the
appointed date passes, the token is cancelled and the applicant has to reapply for it for a future
date. This depends on the availability, so one might get a token for the next day or for ten days
later,” said Gaurav, a city-based lawyer who had come to the Harsaru tehsil office for property
registry on Tuesday.
“Even after undertaking several measures and making good progress in revenue generation,
the state government and the revenue department have failed to upgrade the functioning of
tehsil offices in Gurgaon,” said Dheeraj Sharma, a property owner.
Rajbir Singh, a lawyer who assists property owners in paperwork related to registries, said
verification of payment is another serious concern. “After paying the stamp paper duty, in case
the registration isn’t done within three months, the payment has to be verified from the head
office in Chandigarh. It takes several months to get the verification done,” he said.
Property owners have sought an increase in the number of appointment tokens. At the Harsaru
tehsil office, for instance, 100 tokens are issued per day, which are insufficient to cater to all
applicants. There have been demands to increase the number to 150 at the least.
When contacted, deputy commissioner Nishant Yadav said the district administration has
requested senior officials in Chandigarh to increase the number of tokens and it is likely to be
done soon. “We are aware of other issues, including token rescheduling. We are looking into it,”
he said.
