Gurugram: DTCP cancels OCs of 41 properties for illegal construction

GURUGRAM: The enforcement team of town and country planning department (DTCP) has
cancelled occupation certificates (OCs) of 41 residential properties for allegedly carrying out
unauthorised construction after procuring the documents. An official said the department will
further carry out sealing drives against such properties and file FIRs against owners, architects
and contractors.
Soon after the cancellation of OCs, the department asked tehsildars not to register any sale
deeds of these properties and served show cause notices to architects. These properties are
located in licensed colonies of Palam Vihar, Uppal Southend, Vipul World, Suncity, DLF-1,
Vatika Sector-83 and DLF Alameda, the official said.
Last week, on the directions of DTCP director KM Pandurang, five teams were constituted to
keep a check on alterations being carried out in residential buildings by property owners who
have already procured OCs.

The DTCP teams have carried out inspections in these areas to check if these property owners
have adhered to the original building plans or carried out unauthorised construction. The teams
have been told to visit the sites 10 days after granting the OCs to assess if the construction is
carried out as per the approved building plan. They will check these properties again after 45
days. If violations such as construction in the front and rear areas of their properties and even in
stilt parking areas are found, the teams will initiate action against the property owners and
cancel the OCs.
A senior DTCP official said, “Many owners violated the terms of the OCs granted under the
Haryana Development and Regulation of Urban Areas Act, 1975. Some carried out additional
construction or altered building structure after obtaining the papers. Also, in a few residential
properties, even commercial activities were going on.”
In 2019, the DTCP had increased the floor area ratio (FAR) of plots measuring 300 sq yards to
264%, and 240% for bigger plots. The department had even allowed construction of a guard
room and a toilet in the stilt area, which used to be among most common violations earlier.
