All land records under one server, to help in seamless registrations in Delhi

NEW DELHI: To check fraudulent transactions of properties, eliminate corruption and rule out
delays in the registration of properties in rural and urban villages of the capital, the revenue
department of the Delhi government has brought all land records on a central server and is
making them easily accessible for officials concerned.
According to officials, digitised records pertaining to different kinds of lands and properties —
gram sabha, enemy, evacuee, custodial, prohibited, and parcels either acquired or marked for
acquisition — have been brought on a central server and integrated with Delhi Online
Registration Information System (DORIS) as a separate feature for seamless registration of sale
deeds at the sub-registrar office.
The exercise, said officials, will not only help the sub-registrars to determine that the sale deed
of the land or property, which has come to them for registry, is clean and have a proper chain of
ownership but will also prevent the seller from running around to get no-objection certificate from
the agency concerned.
Officials said once the information is available online, it will be the responsibility of the subregistrar to verify the authenticity of the records before the registry, which can be done with a
click of a mouse. “The possibility of a fraudulent land deal would be eliminated,” said an official.
The sub-divisional magistrates will also have to ensure that the records of all lands are regularly
updated. “If the record of a particular land is unavailable, it will be the SDMs’ responsibility,” the
official added.
Though the land records are digitised and the revenue department has the geo-coordinates of
all government land available, the information was not available online for any official to access
while dealing with land-related issues. The government is now bringing the details of all such
land on a central server and also uploading them on its website.
Officials said the project was expedited in 2022 when the government found that evacuee
property worth Rs 500 crore had been sold over the years.
“Before registration, the sub-registrars require some NOCs from different offices on the status of
the land, which takes time and leaves scope for corruption. If the information is available online,
the sub-registrars will not have to wait for the NOC and they will be able to check the status of
the land on their computers,” said another official.
The project is now in the final stage of completion, said an official.
